According to a representative of the Russian Foreign Ministry, there are no plans to introduce exit visas for Russians. “Expanding the existing list of grounds for temporarily restricting the rights of citizens to leave Russia, and even more so, the introduction of any special visas is not planned,” — the Foreign Ministry said.
They reminded that the right to freely travel outside Russia is enshrined in the Constitution and can only be temporarily limited, for example, due to bankruptcy, debts or litigation.
